The Orange County Office of Emergency Management is the central point of contact for a wide range of emergency management activities. Among those are the coordination of policies and procedures regarding the execution of all major emergency and disaster operations within all of Orange County. This office coordinates all actions taken by city and county governments to mitigate, plan, organize, and prepare for the saving of lives, protection of property, and the recovery from the effects of an emergency, disaster or catastrophe. A native of Birmingham, Alabama, I moved to Florida after serving 5 years in the United States Army, where I specialized in secure communications for military intelligence.I began my career with Orange County in June of 1991.
Appointed as the Executive Director of Emergency Management, I oversee the execution of emergency plans, guidelines, and disaster operations for Orange County. I am also responsible for the activation and supervision of Orange County's 4000 sq.ft. state-of-the-art Emergency Operations Center (EOC), which is committed to coordinating emergency activities with local, state, and federal emergency response agencies. Coordination is also done in conjunction with other agencies to include utility, healthcare, transportation, business, civil defense and disaster relief organizations. Rapid response to any situation deemed a major disaster or a major emergency under certain circumstances also falls within my realm of responsibility.
I earned my confirmation as a Certified Emergency Manager (CEM) by the International Association of Emergency Managers in 1998.

I re-joined the Orange County Office of Emergency Management in October 2002, serving as the Communications and Warning Coordinator until my promotion to Assistant Executive Director in August 2006. I have served the citizens of Orange County in Public Safety since 1974. I worked for the Orange County Fire Rescue Department as a Communications Supervisor/Paramedic from September 1981 through September 1996; with the Office of Emergency Management as an Emergency Management Specialist from Oct. 1996 through August 1999; and with the Orange County Emergency Medical Services Office as the Emergency Management Coordinator from August 1999 through May 2001. I served as the Public Safety Communications Manager and Emergency Management Coordinator for the City of Ocoee from May 2001 through October 2002. I received my certification of Associate Emergency Manager from the International Association of Emergency Managers in August 1998. I am responsible for all aspects of our offfices operations, including, personnel and program oversight during day to day operations, ensuring that the County Emergency Operations Center is fully operational and ready in the event of any situation that may occur and for supervising the EOC operations in the event we have to activate.

I joined the Orange County Office of Emergency Management in January 2007 as Communications and Warning Coordinator. My background in public service began in 1977 when I served as a Volunteer Fire Fighter/EMT in Lake Placid, Florida. I later became Chief of the department and served the Town of Lake Placid as an elected Councilman. I hold a Bachelor's in Business Administration from Florida State University. I'm an Amateur Radio Operator and served as Emergency Coordinator for Seminole County ARES/RACES for more than 4 years which provided me experience with Emergency Management and EOC operations.
As Communications and Warning Coordinator, my primary function is to make certain that our citizens are notified in a timely manner of any potentially disastrous situations either man-made or natural that might threaten their safety or wellbeing. I am responsible for the technical aspects of our operations, including, telephone, audiovisual, radio, satellite, computer, and emergency alerting systems, ensuring that the Orange County Emergency Operations Center is fully operational and ready for activation.

I joined the Orange County Emergency Management (OCEM) team on the January 13, 2003. I come to OCEM after 27 years of active military service in U.S. Marine Corps and Army Reserves, where I served in the fields of logistics/embarkation, motor transportation and combat engineer. Through my years of military experience, I have been performing a variety of duties that will be used here at OCEM.
I am trained in operational management, instructional & curriculum development training, been certified in hazardous material, supervised transportation management, facilities manager and also served as key member for logistic support with the USMC Chemical Biological Incident Response Force (CBRIF), the first military unit designed to provide specific support to the United States in cases of national emergency. My responsibilities here includes: 1) Title III, SARA Hazardous Material Compliance and Reporting; 2) Critical Facility Monitoring; 3) Emergency Planning project research, development and liaison activities; and 4) Mitigation, Preparedness, Response and Recovery Training.

I joined the Orange County Emergency Management's Team on December 31, 2002. Prior to moving to Orange County I was an Emergency Management Consultant in Washington D.C. I have a Bachelor of Science degree in Political Science from St. Vincent College.
My responsibilities include Emergency Management Planning, the County's Exercise program and the County's Mitigation program.
I am responsible for Emergency Management Community Outreach Programs such as the Community Emergency Response Teams (CERT) and special events. Some other responsibilities include writing articles and Press Releases related to the field of disaster preparedness, response, mitigation and planning strategies. I am interested in your suggested topics for our website.
Since 1999, I have worked in various Orange County offices that included the Building Division (Damage Assessment), the Growth Management Department (Public Information) and the Orange County Board of County Commissioners Offices (Public Administration).
From 1993 until 1999, I worked simultaneously in various positions in Escambia County: as a radio announcer for WUWF 88.1 FM, as Interim Manager for the Pensacola Symphony Orchestra, and as Membership Development for the Pensacola Chapter of the American Lung Association and the March of Dimes.
Most of this employment was done part time, around classes for a BA in Communication Arts and a Masters in Public Admininstration from the University of West Florida (Hurricane Opal 1995 was the most informative class!).
Of all my positions as a program administrator, I've enjoyed the most it would be my time in the U.S. Embassy in Jakarta, Indonesia (1986-90).

I joined the Orange County Office of Emergency Management on September 3, 2002.I have been with Orange County since June 2000.As an Administrative Assistant, I am responsible for a variety of office support services which include preparation of letters, reports, materials for distribution, data entry, routine general clerical and filing duties.I am also responsible for scheduling and coordinating meetings and the maintenance of minutes.I am a Graduate of LaGuardia College, New York, with an A. S. in Applied Sciences and Columbia College of Missouri with an A. S. in Liberal Arts and a Bachelor's Degree in Business Administration.
