Formal public meetings were held on December 5, 1996, September 30, 1998, December 17, 1998 and March 8, 2001. A Local Planning Agency Workshop and a Local Planning Agency Public Hearing were held on October 15, 1998 and on November 15, 2001. The Local Planning Agency found the project consistent with the Orange County Comprehensive Transportation Plan. In addition to these meetings, numerous neighborhood and small group sessions were held. These meetings provided valuable information concerning traffic and drainage history in the immediate area as well as other local issues and concerns.

On December 18, 2001 the Orange County Board of County Commissioners held a Public Hearing. The Board voted to approve the project for final design.

The Rock Springs Road Preliminary Engineering Report summarizes the efforts undertaken during the Phase I (preliminary engineering/public involvement) portion of this project. The purpose of this report is to serve as the engineering document upon which the construction plans for Rock Springs Road will be based. The following is a brief summary of this report and the planned improvements for Rock Springs Road.

The proposed widening of Rock Springs Road was based on a detailed traffic analysis which utilized traffic count information obtained from the Orange County Public Works Department as well as additional traffic count information collected in the field. From this information, the recommended typical roadway sections have been developed. 

Two different typical roadway sections have been developed and approved for this project. Both of these proposed typical sections consist of curb and gutter improvements with an underground storm sewer collection system. The principal difference in the two sections will be the median. The first section includes a four-lane roadway with a raised landscaped median. This typical section is proposed from Ponkan Road to 1300 feet South of Kentucky Blue Circle and also from Kentucky Blue Circle to West Road. Median openings will be provided at Westford Drive, Spring Hollow Boulevard, Rock Ridge Boulevard, Oak Hammock Lane and Oak Hollow Drive. 

The second proposed typical roadway section consists of an urban five-lane roadway with the center lane serving as a two-way left turn lane. This typical section is proposed from 1300 Feet South of Kentucky Blue Circle to Kentucky Blue Circle and from West Road to Kelley Park Road.

Both roadway sections include, sidewalks, on-road bicycle lanes and landscaping. These improvements will be accommodated within the existing right-of-way.

Two pond sites are currently under design. The first is located approximately 600 feet east of Rock Springs Road opposite Fox Lake. The second site will be an expansion of the existing Orange County pond located on the west side of Rock Springs Road between James Avenue and Simon Avenue. As part of the roadway improvements, traffic signals will be installed at Ponkan Road and at Kelly Park Road.
