Rouse Road was identified for improvements in the East Orange County Transportation Needs Study as approved by the Board of County Commissioners in 1998.
Orange County began the Roadway Conceptual Analysis for the Rouse Road Project in the Spring of 1999. The services in the Roadway Conceptual Analysis included preparation of the Rouse Road Roadway Conceptual Analysis Report. This report included, but was not limited to, alternative alignment analysis, traffic analysis, cost analysis, etc.
The First Public Meeting (Kick-off Meeting) for the Rouse Road Roadway Conceptual Analysis (RCA) Study was held on May 13, 1999. The meeting included a PowerPoint presentation, which included the potential improvement features for Rouse Road. The potential improvements presented were as follows: four lanes, intersection improvements, traffic signals, bicycle and pedestrian facilities, landscaping, and drainage improvements.
The Second Public Meeting (Alternative Public Meeting) for the Rouse Road Roadway Conceptual Analysis (RCA) Study was held on August 26, 1999. The purpose for this meeting was to discuss the following concerns: the needs for widening, review the Kick-off Meeting comments, present the improvement alternatives and receive public comments.
The Third Public Meeting (Recommended Improvement Meeting) for the Rouse Road Roadway Conceptual Analysis (RCA) Study was held on October 28, 1999. The purpose for this meeting was to discuss the following concerns: the need for widening, review the Alternatives Public Meeting comments, present the recommended improvements, and receive public comments.
A Local Planning Agency (LPA) Public Hearing was held on January 20, 2000. A brief project presentation was given to the LPA Board. The presentation outline was as follows: project need, public involvement, project elements, property impacts, estimated costs, project schedule, and action requested. The LPA found that the proposed improvements were consistent with the Comprehensive Plan.
The Board of County Commissioners (BCC) Public Hearing was held on March 28, 2000. County Staff made a brief presentation. The presentation outline was as follows: project need, public involvement, project elements, estimated costs, project schedule, and action requested. The BCC approved proceeding with the design, right-of-way acquisition, and construction of the project.
When completed, Rouse Road will be widened from an existing two-lane road to a four lane divided roadway between Lake Underhill Road to Corporate Boulevard. The improvements include signalized intersections, closed drainage system, stormwater retention ponds, sidewalks, street lighting and landscaping.
Rouse Road is located within the jurisdictions of the St. Johns River Water Management District (SJRWMD). The construction of the surface water management system will require permitting through the SJRWMD, Army Corps of Engineers and must also comply with Orange County requirements. The permit requirements will address the design and construction of the roadway and ponds.
