What is certification?

Certification is a business development initiative that helps socially and economically disadvantaged American citizens gain access to available economic opportunities. Entities, such as Orange County, have criteria that each applicant must possess in order to be recognized as minority and/or women-owned and controlled business.

All businesses must have an established office in the Orlando MSA. The Orlando MSA is defined as Lake, Orange, Osceola and Seminole counties.

Remember to

  • Complete the entire application,
  • Attach the additional material (refer to pages )
  • Notorize the application.
  • Also, complete an on-line vendor registration

Completed application forms can be mailed or delivered to the Business Development Division at:

If additional assistance is needed in completing the application, sign up for the certification workshop. During this workshop clients have an opportunity to discuss the certification process in-depth, and ask additional questions.

This free workshop is held the 2nd Monday of each month from 2 PM – 4 PM.  Please RSVP by calling the Disney Entrepreneur Center, 407-420-4848 or email pam@disneyec.com.

The processing time for certification is at least 60 business days. Staff reviews the material to ensure compliance with the Ordinance.

All businesses must be legally organized and established as a profit-making organization; and independently operated and not controlled/affiliated with a majority firm. For additional details, request a M/WBE Ordinance and Policies & Procedures. The initial certification period is for one year.

What are the M/WBE goals?

Orange County, Ordinance 94-02 specifies M/WBE goals: Orange County's goal is to award a percentage of contracted work to certified M/WBE's in the following areas:

  • Construction - 25%
  • Professional Services - 24%
  • Goods - 10%
  • Services - 24%

All participating M/WBE's must be certified by Orange County prior to bid opening and must be certified in the area(s) for which they will be used. The M/WBE directory is available by e-mail. Please send requests to BusinessDevelopment@ocfl.net.

The M/WBE Advisory Committee meets on the second Wednesday of each month in the County Commission Chambers, 1st Floor, at 8:30 am (201 S. Rosalind Avenue)
