    Enabling Legislation:
    A resolution was adopted by the Board of County Commissioners on May 8, 1973, in accordance with a requirement set forth by the U.S. Department of Community Services Administration. Bylaws were adopted by the Board of County Commissioners at its meeting of January 29, 1980. Revised bylaws were adopted July 25, 1995. Revised bylaws increasing public sector membership to eight were adopted on March 6, 2001. Resolution No. 2007-M-19 was adopted by the Board on June 5, 2007 and clarified the membership categories.

    Membership:
    The membership of the Community Action Board shall number not less than 24 representatives. The total membership shall always be divisible by three, composed of three component sectors below: A) Not fewer than 1/3 of the members shall be representatives of the economically disadvantaged community elected or selected by the client community. B) Private sector representatives are chosen from any agency or organization concerned with businesses/business organizations, labor organizations, major employers, religious organizations, private social service and charitable agencies, private community-based and professional organizations, minority organizations, and an appropriate private business or organization to represent the Osceola County Community Action program. C) Public sector representatives are elected officials in Orange County. They are appointed by the Board of County Commissioners. These persons may designate alternates to serve in their absence. If eight elected public officials cannot be secured, then appointed public officials may be selected. Wherever possible, the three sectors above may be evenly divided. However, subsequent to the community representative membership of not less than 1/3, the remainder may be divided as deemed necessary by the Community Action Board between the public and private sectors subject to approval by the Board of County Commissioners.

    Term Length: 4 Years

    Term Of Office:
    The representatives of the private sector serve three-year terms. Representatives of the public sector serve at the pleasure of the Board of County Commissioners. Representatives of the poor are elected or selected for terms of three years in accordance with the procedures set forth in the bylaws.

    Powers and Duties:
    1. The Community Action Board is responsible for development, review, supervision, evaluation, and recommendations for final approval of all fiscal and program policies, plans, priorities, proposals, budgets, and any other activities to be conducted by Orange County Community Action. 2. Deliberation upon and submission of its written recommendations to the designating officials on all matters concerning the local Community Action Program. 3. Overseeing the extent and quality of the participation of the poor in the programs of the Community Action Division.
