Enabling Legislation: The committee was created in accordance with the 1962 Federal Highway Act. Bylaws were revised on December 8, 1989.
Membership: Membership shall be comprised of representatives from Orange, Seminole, and Osceola Counties appointed at large, and from the municipalities within those counties whose population is over 5,000 according to the latest census. The number of at large members from each county shall be apportioned to equal the number of representatives from the municipalities within that county. All members shall be appointed by their respective county or municipality, and these appointments shall be ratified by the METROPLAN Organization.
A) Voting members of the Citizens' Advisory Committee shall not be elected officials or technical people directly involved in the transportation planning process in the Orlando Urban Area.
B) Non-voting members shall represent the East Central Florida Regional Planning Council and the Florida DOT District Five Planning Office. The Vice-Chairman of METROPLAN ORLANDO and the Technical Committee shall also be non-voting members.
C) It is recommended that other advisory services groups be selected by the various counties, as a source of interested citizens that might be considered for the Citizens' Advisory Committee.
D) In the event that the Orlando urban area is expanded to include Lake County, the Committee membership will also be expanded to include up to six representatives from Lake County appointed at large and one representative each from those municipalities within Lake County whose population is over 5,000 according to the latest census.

Powers and Duties: It shall be the function of the Citizens' Advisory Committee to:
A) Assist METROPLAN ORLANDO in formulating goals and objectives for shaping regional transportation plans for the urban area.
B) Conduct public information programs.
C) Provide an effective citizens' review of the preliminary findings and recommendations of the continuing study.
D) Assist in other functions as deemed desirable by METROPLAN ORLANDO or the Technical Committee.
