Tourist Development Council

Enabling Legislation:
Section 125.0104, Florida Statutes, Ordinance No. 78-7 adopted by the Board of County Commissioners on March 16, 1978, Ordinance No. 86-27 adopted by the Board of County Commissioners on October 27, 1986, and Ordinance No. 2001-16 adopted by the Board of County Commissioners on August 21, 2001.

Membership:
The Council shall be composed of nine members who shall be appointed by the Board of County Commissioners. The Orange County Mayor or any other member of the Board of County Commissioners as designated by the Mayor shall serve on the council. Two members of the council shall be elected municipal officials, one of whom shall be from the most populous municipality in the county. Three members of the council shall be owners or operators of motels, hotels, recreational vehicle parks or other tourist accommodations located in Orange County and subject to the tax levied. Two members of the council shall be persons who are involved in the tourist industry and who have demonstrated an interest in tourist development, who are not owners or operators of motels, hotels, recreational vehicle parks or other tourist accommodations in Orange County and are subject to the tax. One member of the council may be an either an owner/operator subject to the tax or a non-owner/operator not subject to the tax. All members of the council shall be electors of the County. The Board of County Commissioners shall designate the chairman of the council on an annual basis. The chairman may be reappointed by the Board of County Commissioners.

Term Length: 4 Years

Powers and Duties:
The Council shall, from time to time, make recommendations to the Board of County Commissioners for the effective operation of special projects or uses of the tourist development tax revenue. The Council shall continuously review expenditures of the tourist development tax revenue, shall receive at least quarterly expenditure reports from the Board of County Commissioners or its designee and shall report to the Board of County Commissioners all expenditures of revenue believed to be unauthorized by the provisions of Article IV of the Orange County Code.
