Enabling Legislation:
Resolution No. 96-M-07 was adopted by the Board of County Commissioners on January 30, 1996. On November 12, 1996, the Board of County Commissioners approved an amendment to the resolution which increased the number of members from 20 to 30. On December 9, 1997, the Board adopted a resolution increasing the membership to 36.
Membership:
The Citizens' Review Panel for Human Services shall be comprised of thirty-six members, twenty-four of whom shall be appointed by Orange County and twelve of whom shall be appointed by the City of Orlando. Members appointed by Orange County shall, whenever possible, be apportioned as follows:
A) Two members from the Florida Department of Children and Families.
B) One youth advocate.
C) One senior representative.
D) One physically challenged representative.
E) One representative who is a client spokesperson of the economically distressed.
F) One representative who is a spokesperson for minorities and women-owned businesses.
G) Thirteen at large representatives.
H) Four members shall be defined as "Members in Training" appointed by Orange County.

Term Length: 3 Years
Term Of Office:
The membership of the panel shall be demographically representative of the population of Orange County reflecting ethnic, income, gender, and handicapped quotients. For the FY1996-97 evaluation process, the initial members of the panel representing Orange County shall be appointed by the Community Funding Forum. Such appointments shall be for staggered terms. Four of the initial members shall be appointed for an initial one-year term, four for an initial two-year term, and five for a three-year term. The Board of County Commissioners shall appoint
new members for staggered, three-year terms through the Membership and Mission Review process.
Powers and Duties:
1. Evaluates, recommends and monitors Orange County's and the City of Orlando's allocation of funding to non-profit human service agencies.
2. Reviews needs assessment/targeted community studies and United Way panel recommendations in order to make funding recommendations.
3. Resolves agency appeals of funding recommendations.
NOTE: Funding recommendations are forwarded to the Orlando City Council and Orange County Board of County Commissioners for final action.
