Chief Michael A. Tidwell

Michael A. Tidwell assumed the leadership of the Orange County Corrections Department on July 15, 2007. Chief Tidwell brings a rich background in both law enforcement and corrections, having served in the U.S. Army in military police, as a Deputy U.S. Marshal, and in various leadership roles in correctional institutions both large and small. Prior to his appointment, Chief Tidwell retired as Jail Director of the Seminole County Sheriff's Office.  He also served as the Osceola County Jail Director for 5 years.  Chief Tidwell is an American Jail Association Certified Jail Manager (CJM) and an American Correctional Association Certified Corrections Executive (CCE).

The Chief of Corrections has overall administrative responsibility for all areas of the Orange County Jail System and Community Corrections. This includes more than 4,200 inmates and approximately 9,000 persons in Community Corrections programs such as Home Confinement, Alternative Community Service, and Probation. The Orange County Corrections Department is the largest department of Orange County Government working under Mayor Richard T. Crotty and the Board of County Commissioners. Of the 1,805 Corrections employees, more than 1,054 hold Florida Department of Law Enforcement Correctional Officer Certifications.

Scott Bradstreet began his career with Orange County in 1981 as a Corrections Officer. He quickly moved up through the ranks to Lieutenant in 1986 at the Main Detention Division, then to Captain in 1990. In 1993 he was promoted to Major and served in that capacity until February 2002 when he acted as Interim Corrections Chief and then Acting Deputy Chief. Deputy Chief Bradstreet has met the tough standards of the American Jail Association to achieve the designation of Certified Jail Manager (CJM).

Community Corrections and Administrative Services includes the supervision of more than 9,000 people in various community-based sanctions such as Alternative Community Service, Misdemeanor Probation, Home Confinement (electronic monitoring). Also, this division includes the jail's Video Visitation Center, Library, Law Library, Inmate Programs, and the Work Release Center.

Cornita Riley

Cornita Riley began her career in corrections in 1981 with the Florida Department of Corrections (FDOC) where she served as a classification supervisor, and as an assistant warden for Classification and Facility Operations. Prior to coming to Orange County Corrections, she was Assistant Warden to the FDOC Regional Director focusing on operational and classification management of prisons in a nine county area. Mrs. Riley has a B.S. degree in Rehabilitation Counseling from Florida State University and is a Certified Public Manager. In addition, she is a Certified National Auditor for the American Correctional Association.

Security Operations includes all facilities inside the Orange County Jail System and its more than 1,000 Correctional Officers, Detention Service Officers, and related civilian staff.

Don Bjoring

Don Bjoring's career in corrections began in 1974 as a Parole and Probation Officer with the Florida Parole and Probation Commission. In 1979 he joined Orange County Government. He has served as a Treatment Counselor in the Probation Unit, supervisor of the Alternative Community Service Unit, Assistant Manager and Manager of Community Corrections. Prior to his present position, he was Manager of Direct Supervision overseeing the operations of Genesis and Phoenix facilities and the Work Release Center.

Professional Services include the Technical Support Services Unit, Policy and Accreditation Compliance Unit, Capital Improvements Program, Tech Services, Research and Statistics, Inmate Records, Classification, and Inmate Affairs.

Jill Hobbs

Gillian Hobbs began her career in Corrections in May, 1989, as a Chief Psychologist in the Court Alternatives Program, currently known as Community Corrections. On March 13, 1994 she was promoted to Assistant Manager and then on May 30, 1999 she was promoted to Manager of the Community Corrections Division. Ms. Hobbs received her B.S. in Psychology from the University of Central Florida, and her M.S. and Ph.D. in Psychology from Florida State University.

Community Corrections activities include Probation, Diversion Services, Pretrial Services, Alternative Community Services, Community Surveillance (Home Confinement).

William Rivera

William Rivera has nine years of classroom teaching experience in The Bronx, New York, and over twenty years of progressive human resources generalist and management experience. Mr. Rivera began his career at Corrections in 2004. Recruitment, Employee and Labor Relations, Policy and Employment Law Administration, Training and Staff Development, and Risk Management. Mr. Rivera has a Bachelor of Science Degree in Education from The City College, New York, a Master of Science Degree in Education from Fordham University, and a Master of Science Degree in Industrial and Labor Relations from Cornell University.

Human Relations and Fiscal Services include Recruitment, Employee and Labor Relations, Policy and Employment Law Administration, Training and Staff Development, Risk Management and Awards/Events Programs.

Major Raul Banasco

Major Banasco began his career in the juvenile justice/corrections field in 1986 with the New York State Juvenile Justice Department. In 1988, he joined the Florida State Department of Corrections (FDOC) as a Correctional Officer at the Central Florida Reception Center. During his 19 years with FDOC he served as a Probation Officer, Probation Supervisor, Classification Supervisor, Assistant Warden of Operations and Programs, Warden and Director of Staff Development for the entire agency. Major Banasco has a Bachelor of Arts Degree in Psychology from Iona College, a Master of Arts Degree in Public Administration from Florida Atlantic University and is a Certified Public Manager. In addition, he is a Certified National Auditor for the American Correctional Association.

Major Banasco is responsible for the daily operations of 4,200 inmates and 600 certified and civilian staff assigned to the "B" Team Administrative and Operational duties among the six facilities (Main Unit, Phoenix, Genesis, Female Detention Center, Horizon and the Booking and Release Center) within the Orange County Corrections Department. The "B" Team Security Operations Division is responsible for the areas of maintenance, road crews, food service, mailroom operations, laundry services, armory, key control, the fire, safety,security & sanitation unit, centralized procurement / caustics unit and facility tours.

Richard Anderson

Major Anderson began his career in the corrections field in 1973 with the West Virginia Department of Corrections (WVDOC) as a Correctional Officer assigned to the State Penitentiary at Moundsville. During his his tenure with WVDOC he served as the Institutional Investigator, Associate Warden of Inmate Support Services and Inmate Programs. With over 33 years of service and over 25 years of supervisory and management experience with the Orange County Corrections Department, Major Anderson has a Bachelor of Arts degree in Criminal Justice from Wheeling College in Wheeling, West Virginia.

Donna Loyko began her career in Corrections Health Services in October, 2001, as the Assistant Manager with responsibility for the nursing unit at Orange County Corrections. In September, 2005, she was promoted to Manager. She received her RN from Sacred Heart Hospital in Manchester, NH, BSN from Florida Southern College in Lakeland, and MSN from Phoenix University. She is also a licensed Health Care Risk Manager, having received that certification from the University of Central Florida. Ms. Loyko has an extensive nursing background, including nursing management experience.

Ms. Loyko is specifically responsible for administration of the medical and mental health units of the Orange County Jail System. With a budget of $17 million dollars, Corrections Health Services has 157 medical/mental health employees.

Lee Isbell

Lee Isbell has extensive management and organizational experience within both the adult and juvenile correctional systems. A Certified Public Manager (CPM), Mr. Isbell has B.A. degree in Sociology and a Master of Public Administration from Eastern Kentucky University. Isbell began his career as a Probation Officer for the Florida Department of Corrections (FDOC). While at FDOC, he became a Regional Substance Abuse Program Consultant monitoring and providing assistance to more than 15 correctional facilities including prisons and community work release centers. He advanced to become the FDOC Assistant Program Administrator for Work Release Programs and then later worked as a Senior Management Analyst in the FDOC Office of the Inspector General. More recently while working for the Florida Department of Juvenile Justice, he was the Superintendent of both the Orange Regional Juvenile Detention Center in Orlando and the Okaloosa Regional Juvenile Detention Center in Crestview.

Inmate Programs includes all Jail Programs, Chaplain Services, G.E.D. and Vocational Programs, Youthful Offender Programs, Food Services, and the Work Release Center.

Frank Priola

Frank Priola began his career in Corrections in February 1998 as a Fiscal Officer overseeing the Inmate Fiscal Operations section. In February 1999, he was promoted to the position of Unit Supervisor. In November 2002, he was promoted to the position of Administrative Supervisor of the Fiscal Services section and in March 2004 he was promoted to the position of Chief Fiscal Officer overseeing Fiscal Services and Inmate Fiscal Operations.

In October 2007, the responsibility for the Corrections Warehouse and Uniform Supply areas were added to Fiscal and in January 2008, he was promoted to the position of Fiscal & Inmate Accounting Manager. Mr. Priola has a Bachelor of Science degree in Resource Management from Troy University and retired from the U.S. Air Force in 1995.
