The Funding & Standards Committee is concerned with the formation of funding applications and the review of applications. It meets once or twice, early in each fiscal year, to revise the applications. A sub-committee is convened to act as a Review Panel for funding applications.

George Fender graduated from Northern Illinois University in August 1965. He practices in almost all areas of accounting, including tax consulting and planning. He also does business consulting with his corporate clients. George uses his vast business experience to assist clients in setting, addressing and solving their goals and objectives. Many long-term relationships have developed in Central Florida since 1971 which is the goal of the DavisGrennanFenderRuta, LLP practice. George is a member of the American Institute of Certified Public Accountants and the Florida Institute of Certified Public Accountants. George has served as President of the Enzian Advisory Broad: Past Presidents and Chairman of Mennello Museum, Orlando Shakespeare Company, and Orlando Opera Company. He also serves on the Board of the Gathering/USA of Men, Inc.
Consultant and former Director of Communications for Lockheed Martin Corporation. Elaine’s communications career began in advertising and marketing at The Washington Post, transitioned overseas with the U.S. Army as a television and radio reporter for the Armed Forces Network-Europe, and progressed to supporting PR for NASA's Space Station program. Elaine was named “Internal Communications Professional of the year” by PRNews in 2006. She is a graduate of James Madison University (JMU) in Harrisonburg, Virginia and a member of the Public Relations Society of America. Elaine serves on the boards of the Florida Hospital East Orlando Foundation and the United Arts of Central Florida.
Jennifer Quigley is a founding principal of WBQ Design & Engineering, Inc. WBQ is responsible for the civil engineering design on many of Central Florida’s most notable projects. Jennifer currently serves on the Board and is the past Chair of the City of Orlando’s Downtown Development Board. She is the past chair and a current board member of the Downtown Arts District, Inc. and is a member of the American Society of Civil Engineers, Orlando Regional Chamber of Commerce, American Society of Highway Engineers and the Downtown Orlando Partnership.
Royce B. Walden, graduated from Crooms Academy and Florida A & M University. He completed graduate studies at the University of Pennsylvania in 1961. In 1964, he was promoted to principal where he opened Richmond Heights Elementary School, one of the first air-conditioned schools in Orange County. He remained principal until 1966 when he was named Coordinator of Elementary Instruction. He was the first African American administrator to be housed in the district office.
With the expansion of federal education funding through the passage of the Elementary and Secondary Education Act (ESEA), Royce accepted responsibility for drafting, directing, developing and implementing federal education programs for students in the Orange County Public Schools in 1972 as Director of Special Services. In 1973, he became Administrative Assistant to the Superintendent and served as a liaison between the Superintendent and the elected members of the School Board.
In 1974, Royce was appointed as Associate Superintendent for Orange County Public Schools. During that time he took responsibility for improving and implementing categorical educational programs as well as coordinating management staff development, management personnel selection and information systems. After over forty years of service to public education, Royce retired in 1992 as the highest ranking African American administrator in the school system. He currently serves as a director of Florida Citrus Sports, Orange County Compact and Urban Trust Bank, formerly Metro Savings Bank, Member Emeritus of the Florida Board of Bar Examiners, director of the Florida Bar Foundation, director of the Orange County Arts and Cultural Affairs Advisory Council, and director and treasurer of The Mayflower Retirement Community..
Royce also served in several leadership capacities including the first African American president of the United Way of Central Florida chapter, president and director of the Orlando Utilities Commission during the construction of the Stanton Power Plant in east Orange County, the Orange County Government Charter Review Commission, Board of Governors for the Florida Bar, Federal Reserve Bank of Atlanta, Jacksonville Branch, and chairman and vice chairman of the Orange County Health Facilities Authority.
His goal as a life-long educator and administrator is to cultivate well-rounded students who will become aware and engaged citizens in the communities in which they live. As Dean of UCF's Burnett Honors College (TBHC), this means developing opportunities for students to pursue academic excellence as well as provide opportunities for cultural enrichment and community engagement. He has a B.A. and Ph.D. in psychology (in addition to serving as a Dean, he is also a professor of psychology at UCF). He is President of the National Honors Society for Psychology and has served as a board member of the Winter Garden Heritage Foundation as well as a member of the Garden Theater Committee which oversaw the renovation of the Garden Theater. In 2006 and 2007 he was executive co-producer of Music Fest in Winter Garden.
