Orange County strives to maintain open communication between management and employees. Employee Relations assists both management and employees to resolve workplace conflict.

The County has a positive working relationship with four collective bargaining units with a total of six contracts. The collective bargaining units include: International Association of Firefighters (IAFF); American Federation of State, County and Municipal Employees, AFL-CIO (A.F.S.C.M.E.); Laborers' International Union of North America (L.I.U.N.A.); and Fraternal Order of Police (FOP).
