In Spring 2002, the Jail Oversight Commission (JOC) presented its final report of findings and recommendations to the Orange County Mayor (originally, Chairman) and Board of County Commissioners. At that time the JOC suggested reconvening annually to receive progress reports from the jail and its partners in an effort to ensure appropriate action is being taken toward implementing the recommendations.

On June 23, 2003 the Commission held its 1st annual meeting. The following documents were presented noting the progress made by the Orange County Jail and other Criminal Justice System partners tasked with implementing recommended changes.
