Geographic Information Systems (GIS) view and analyze data from a geographic perspective. GIS can be used to work with geographic information as a database, a map or a model.

The Orange County GIS program consists of several staff groups; Department teams support local needs, while enterprise teams support overall county GIS needs.

Enterprise GIS teams support the overall GIS needs of the County. The Enterprise GIS teams are:

Countywide GIS
The Countywide GIS team is charged with initiating and coordinating enterprise GIS data, technology and business system modernization to increase operational efficiency and support decision making across County agencies.  In its capacity as the coordinating office for countywide GIS policy implementation and GIS projects, Countywide GIS administers the County GIS Data Repository and other enterprise GIS systems such as the InfoMap Internet mapping application, ALADIN (Addressing, Land and Development Information Network), and the County GIS Information Portal.

GIS Maintenance
The GIS Maintenance team is responsible for developing, implementing and editing the county framework layers. This group manages data workflow as well as quality control and quality assurance in countywide data. Some of the data maintained by this group includes roads, drainage, jurisdiction, land use, neighborhoods and political boundaries.

ISS GIS
Information Systems and Services GIS is responsible for enterprise technology systems and provides technical support for departments. This group provides application development and support, infrastructure maintenance, and license management.

Department GIS

Department GIS teams support the functional needs of their business area. The Department GIS teams and contacts are:

Growth Management GIS
The Growth Management GIS team has a focus on land development functions such as planning, zoning and permitting, as well as fiscal impacts such as economic development, annexations and concurrency analysis.

The Utilities GIS team is involved with infrastructure needs related to potable water, wastewater, reclaimed water and solid waste.

Public Works GIS
The Public Works GIS team is primarily focused on roads and drainage related issues, but also supports engineering functions such as survey and development engineering.

CES GIS
The Community and Environmental Services GIS team is involved with environmental issues, neighborhood revitalization, code enforcement, parks and animal services.

The Public Safety GIS team supports emergency management, fire rescue, 911 communications, and the 311 Government Service Center.

What's the difference between a static or paper map and a GIS interactive map? A big difference is that GIS maps are dynamic. While you can look at a static map and see where features are located and even measure approximate distances between them, you can't do much more than that. With a GIS map, however, you are in charge. You can zoom in and out to see different areas with more or less detail, you can decide what features you want to see and how they are symbolized, and, most importantly, you can access a database of information about all the features shown on the map.

    Please view our FTP Download of GIS Data webpages for complete information on do-it-yourself GIS data download.  The County's Geographic Information System (GIS) database was developed to support many of the County's planning, environmental and regulatory activities. This database includes a considerable amount of information that is potentially of value to governmental agencies, as well as to private businesses and citizens. Use of these data requires a general understanding of GIS.
