1. Existing Conditions Analysis: Orange County Planning Division staff prepared an Existing Conditions Analysis and associated GIS mapping of the Study Area that includes:
- Study Area background and history
- County and Municipal jurisdictions
- Parcel inventory, including large property owners, vacant parcels, and underdeveloped parcels
- Existing land use patterns
- Building inventory, including square footage, building condition, and vacancy rate
- Business inventory by NAICS code and year of formation
- Future land use and zoning designations, including any inconsistencies
- Environmental assets, including lakes and conservation areas
- Infrastructure assets and capacity, including potable water, wastewater, stormwater management, roadway and pedestrian facilities, and schools
- LYNX transit facilities and facility needs
- Population and demographic analysis
- Traffic counts and capacity remaining in Orange County's Concurrency Management System
- FDOT and Orange County access management provisions
- Permitting activity
- Aerials and Pictometry for key locations
- Community program service area boundaries
- Workforce housing analysis
2. Issue Identification: Through Study Area stakeholder focus group meetings, major themes and potential planning and design options to address concerns were identified. The First stakeholder focus group meeting took place on Wednesday, September 19, 2007. A follow-up meeting was held on Thursday, June 19, 2008 to discuss community priorities and participation in the planning process.
3. Design Charrette: A consulting firm was contracted to organize and conduct a community design charrette. The SR 436 / SR 50 Area Redevelopment Plan design charrette was a collaborative planning process involving a series of creative, intense work sessions. These resulted in three Study Area redevelopment scenarios:
4. Plan Development/Report: A Final Report for the project will include the following components:
- A Redevelopment Plan that specifies compatible development and redevelopment densities and intensities, their proposed locations, land uses, phasing and timing of redevelopment projects, and build-out development yields.
- An Investment Plan that outlines land assembly, demolition, construction, renovation, and rights-of-way needed to implement the recommended Redevelopment Plan.
- A Streetscape Plan with architectural, landscaping, and signage standards for the Study Area.
5. Plan Adoption: The Final Report will be presented to the public, elected officials, and public agencies through a series of community meetings and public hearings for review and adoption.
