The staff of the Intergovernmental Coordination Section is responsible for monitoring annexation activities within Orange County. The review of proposed annexations consists of determining short run impacts and long-term effects, evaluating public policy implications, forecasting fiscal impacts, and coordinating intergovernmental efforts. The Intergovernmental Coordination Section has frequent contact and interaction with various County Departments and Divisions to accomplish its efforts. In addition, periodic contact with surrounding municipalities and jurisdictions is made to ensure consistency with land use and efficiency in the provision of public services.

A key factor in effectively managing the impacts of annexation is the use of Joint Planning Area (JPA) Agreements. The JPA assists with intergovernmental coordination efforts, and provides a planned joint effort to ensure quality, consistency, and efficiency in the provision of public services. The County has existing JPA Agreements with Apopka, Maitland, Mount Dora, Oakland, Ocoee, Reedy Creek Improvement District (RCID) and Winter Garden.
