What is annexation?
Annexation is a change in governmental jurisdiction over land, typically from a county to a city.

What is the purpose of an annexation?
Most property owners annex in order to receive City services, like water and sewer.

What are the pros and cons of annexation?
There are certain basic arguments, pro and con, that invariably surface during the course of an annexation attempt. Some of these may be based on fact, others may reflect fear of change. You may want to consider what facts exist to prove or disprove each argument. It is important for you to have information to help you understand the annexation and ultimately make an educated and informed decision.

How long is the annexation process?
Generally, annexation takes one month to a year to complete, however, there is no required timeline.

What is involved in annexing to the City?
In most cases, it is necessary to apply for annexation (voluntary annexation). Cities sometimes initiate annexations (involuntary or referendum annexation).

Will the annexation require a public hearing?
The annexation process requires at least one public hearing for voluntary annexations, or two public hearings for involuntary (referendum) annexations.

What if I do not want my property annexed?
You may write the City requesting that you be excluded from the annexation boundary. However, if your property is surrounded by other properties that support the annexation, it is unlikely that your property will be excluded so as to maintain a logical boundary for provision of public services.

What is the best way to voice disapproval or support of an annexation?
Public input will be taken at annexations hearings or you can call or write the annexing city, the Orange County Planning Division or your County Commissioner.

What changes does the city plan to make in the area after annexation? Contact the annexing city for details (see the "Contact List For Detailed Annexation Questions").

Will my property be reassessed? Will my property taxes increase?
No, annexation will not cause your property to be reassessed. Your property would only be reassessed when it is sold or if you make major improvements.

How will annexation affect my property value?
Many factors determine changes in property value, including changes in available capital facilities or improvements, legislation, surrounding land development, costs or services. Some of these factors may be impacted by annexation.

Will my address or zip code change?
No.

Will my children change school districts?
No, they will attend the same schools they now attend.

What will happen to my Homeowners Association after annexation?
The Homeowners Association remains the same.

What governs land use decisions?
For property located within city limits, land use decisions must be consistent with the city's Future Land Use plan and zoning codes, as well as other applicable policies and laws. Detailed title examination may show additional restrictions, covenants or development guidelines, as may the requirements of any regulatory agencies having jurisdiction over a property.

Will my elected representatives change after annexation?
Yes, your local representation would shift from the County to the city, and you will be allowed to vote for city officials. As Orange County government represents all of the county, not just the unincorporated areas, after annexation you will continue to vote for County officials.
