The Health & Family Services Department touches the lives of countless Orange County residents and visitors through its diverse programs and services spanning the generations - from our youngest citizens to our vital senior population… Neighborhoods, families, individuals and businesses are partners in our commitment to create a healthy community.

Focusing on children and family services, community partnerships, education and culture, health and medical care, and seniors, this multi-disciplinary, diverse Department serves to meet the challenges of life present in a rapidly changing metropolitan area.

To promote a healthy community by fostering an environment where the Health & Family Services Department and the Community work in partnership to identify and provide the resources and strategies that enable individuals and families to become self-sufficient and responsible.

  • Children & Teens
    The Health & Family Services Department is dedicated to serving the needs of Orange County children and teens by offering programs designed to encourage healthy and positive development. A variety of educational, recreational and cultural activities are offered, as well as, programs that address the needs of at-risk youth and their families.

  • Community Involvement
    Community involvement and advocacy are hallmarks of the Health & Family Services Department – as evidenced by several established Advisory Boards and Program Initiatives that address a variety citizen needs. From the Office on Aging to the Drowning Prevention Task Force, Health & Family Services continues to offer its' support to a dynamic, diverse community.

  • Education and Culture
    The Department's focus on education and culture is further demonstrated through the many and varied programs offered on local history, consumer sciences, landscaping and agricultural issues, mosquito control, preschool and remedial services for youth, and employment skills classes for adults and teens.

  • Family Support

    Understanding that a community is only as strong as its citizens, the Health & Family Services Department offers supportive programs to address a variety of needs for Orange County families. Family focused programs include counseling, emergency assistance, information & referrals, life skills classes, literacy/GED programs, parenting support, veterans' services, and much more.


  • Health & Medical
    Recognizing that accessible health care is essential in a growing community, the Health & Family Services Department strives to bring health and medical services to Orange County residents in need. Services include Primary and Secondary medical care for qualified underinsured and uninsured citizens, HIV/AIDS resources through the Ryan White Title I initiative, Emergency Medical Services, the Medical Examiner's Office, Corrections Medical, and Mosquito Control to help maintain a healthy environment for all Orange County communities.

  • Seniors
    Seniors are valued members of the community and the Health & Services Department is committed to addressing the needs and issues that allow them to maintain their independence and the quality of life they deserve.
    • The Department's Office on Aging identifies Orange County resources dedicated to older adults and works with local, state and national partners to help create an elder-friendly community. Rather than providing direct service, the Office creates a vital link between services and residents.
    • Health & Family Services provides funding for a variety of senior programs and services such as: congregate meals, fitness & exercise programs, transportation, exercise, arts & crafts, and much more. Programs and services are made available though the Citizens' Commission for Children and Community Action.
