TMDL Program

Total Maximum Daily Load (TMDL) refers to the maximum amount of a pollutant that a specific water body can safely absorb without harming the water bodies designated use. Therefore, a water body may have several TMDL values corresponding to various pollutants.

 

TMDL values are set by the Florida Department of Environmental Protection (DEP). Before establishing these TMDL values, DEP identifies the pollutants of concern and specific location based on water quality monitoring.

 

DEP meets on a monthly basis with local governments and other basin stakeholders to agree on an approach to implement TMDLs. In implementing the TMDL Program, DEP requests assistance from stakeholders on what best management approach should be taken.

 

Among the biggest challenges of the TMDL program, is the funding of restoration activities. The cost of these restoration activities could run into billions of dollars. Along with other strategies, restoration projects may include retrofitting urban areas to reduce stormwater runoff and converting areas currently being served by septic tanks to central wastewater treatment plants. Non-structural strategies are also important to implement, such as, rewriting comprehensive plans, street sweeping and public outreach.

 

The costs for implementing restoration activities for the TMDL program are expected to be high. In order to fund these costs Orange County may need to pursue additional funding sources such as grants, partnerships, and a Stormwater Utility.

 

Local involvement is crucial to the success of the TMDL program. Restoration efforts will depend on the involvement, partnership, and awareness of local communities. The intent is to build on and strengthen local efforts to protect and restore water quality.

 

In addition to local cooperative efforts there may also be the need for more active enforcement activities at the local and state level to insure compliance with the TMDL program. Commercial, industrial, and institutional organizations need to do their part by making sure their water discharge facilities and structures are in compliance with current environmental regulations.

 

DEP is within a year of implementing the first basin management plan TMDLs. A list of water bodies and their specified TMDLs has been compiled. Additional water bodies not included in the initial list will be phased in over the next 4 years.
