The initial study area for this project included Apopka Boulevard from US 441 (Main Street) to the Hiawassee Road extension and Sheeler Road from Cleveland Street to SR 436. The length of the project has been reduced since the last Public Meeting held in December 2000. The reduced project length includes Apopka Boulevard from Sheeler Road to Hiawassee Road. The data and analyses for the remainder of the initial study area will be provided to the City of Apopka for future study. The improvement alternatives for Apopka Boulevard consist of widening the roadway from two to four lanes between Sheeler Road and Hiawassee Road. The improved roadway will include curb and gutter, bicycle lanes, sidewalks, street lighting and landscaping. A preliminary alignment has been chosen to minimize potential impacts to homes, businesses and the environment. Preliminary drainage pond locations have also been identified based upon an evaluation of suitable sites and roadway drainage needs. Final recommendations will be made to the Local Planning Agency and the Board of County Commissioners at Public Hearings scheduled for this fall.

Initial Study - Part One:

The remainder of the initial study area includes Sheeler Road between Cleveland Street and SR 436 and Apopka Boulevard between US 441 (Main Street) and Sheeler Road. These remaining segments are not included in Orange County's Five Year Work Program, however, the data collected and the design concepts and analyses prepared for these segments will be provided to the City of Apopka. The City of Apopka may, at its option, move these segments forward into the next phase of project development. The potential improvements identified for these segments include curb and gutter, bicycle lanes, sidewalks, street lighting and landscaping (where space permits). Design concepts developed during the early portion of this study are provided below.

Traffic operational analyses conducted along the project corridor indicate that the existing facility will continue to operate at an acceptable level of service through the design year 2025 with the exception of the intersection at Hiawassee Road. Although widening the existing facility would improve traffic operations, this improvement is obtained at a significant cost in construction and right-of-way and significant impacts to the community relative to the benefit provided. Therefore, widening the existing roadway is not recommended at this time. However, other needed improvements have been identified. 

The following are the recommended improvements for Apopka Boulevard between Sheeler Road and Hiawassee Road. These improvements will be coordinated with the City of Apopka:

  1. Construct sidewalks, paved shoulders and lighting along the corridor as funding becomes available.
  2. Monitor traffic volumes for the westbound left-turn at Lakeville Road. Extend the left-turn lane when warranted.
  3. Monitor the turning movement volumes at Hiawassee Road and Apopka Boulevard. Additional turn-lanes (dual-left and exclusive right) may be needed as traffic volumes increase.
