Two Neighborhood Meetings were held on May 18th and 20th, 1998 at the Oak Level Baptist Church and the Clarcona Community Center, respectively. The following items were presented at both meetings:

  • Year 2020 traffic projections for the roads in the study area.
  • Proposed roadway typical cross sections (i.e. lane widths, sidewalks, median type, bike lanes, etc.).
  • Alternative Rights of Way options:
    1. Widening Clarcona-Ocoee Road to the north and only taking right of way from the north side of the road.
    2. Widening Clarcona-Ocoee Road to the south and only taking right of way from the south side of the road.
    3. Widening Clarcona-Ocoee Road from the center and taking right of way from both sides of the road.
  • Six alternative alignments between Ingram Road and Adair Street.
  • Preliminary overall Clarcona-Ocoee Road improvement schedule.

May 18th, 1998 - Oak Level Baptist Church

The first Neighborhood Meeting was attended by 61 residents and the Mayor of Ocoee, Scott Vandergrift. This Neighborhood Meeting was held primarily for those residents living west of Apopka-Vineland Road. The three general alternative alignments (widen to the north, widen to the south and widen from the center) were presented in addition to the six sub-alternatives for the area between Adair Street and Ingram Road. Two roadway typical cross-sections were also presented. The first typical section included four travel lanes, two in each direction, separated by a grass median with four-foot on-road bicycle lanes and five-foot sidewalks on both sides of the road. Storm water runoff would be handled through a curb & gutter system which would carry runoff to underground pipes and then to retention ponds. The second typical section also provides four travel lanes, but with a continuous paved turn lane separating the travel lanes. Bicycle lanes and sidewalks are provided and storm water runoff is handled through the same curb & gutter system.

The comments received at this meeting were varied, but most residents agreed that Clarcona-Ocoee Road should be widened. Comments received on the various alternatives presented for the Adair Street to Ingram Road area indicated a preference for the alternatives with the least impacts to the existing residential areas adjacent to the existing Clarcona-Ocoee Road alignment. One comment suggested studying another alignment, which would go through the Forest Lakes Golf Course and reduce the impacts to several residences just east of the golf course.

May 20th, 1998 - Clarcona Community Center

The second Neighborhood Meeting was attended by 36 residents and was held primarily for residents living east of Apopka-Vineland Road. The same alternative alignments and roadway typical cross-sections presented at the first Neighborhood Meeting were presented at this meeting.

Once again, most attendees agreed that Clarcona-Ocoee Road should be widened, although a petition to stop the widening was signed by several residents living west of Hiawassee Road. Several comments recommended improving the Apopka-Vineland Road/Clarcona-Ocoee Road intersection by adding separate left turn lanes. Improving the alignment through the curves east of Gilliam Road was also identified as a priority because of the large number of accidents that occur because of the sharp curves and high speeds.

Additional Alternatives Developed

As a result of the two Neighborhood Meetings and a subsequent meeting with the owner of the large undeveloped property just east of the Forest Lakes Golf Course, three additional alternatives were added in the area between the proposed Western Beltway and Ingram Road. Two of these alternatives were new alignments through the wooded area east of the Forest Lakes Golf Course, one impacting the golf course parking lot and driving range. The third alternative proposed a direct route between Ingram Road and West Road, through the middle of the Forest Lakes Golf Course and over the Western Beltway.

First Public Workshop - June 4th, 1998

The first Public Workshop for the Clarcona-Ocoee Road RCA Study was held on June 4th, 1998 at Piedmont Lakes Middle School from 4:00 to 7:30 pm. 60 residents attended the meeting, as well as Orange County Commissioner Tom Staley and the City of Ocoee's Mayor Scott Vandergrift. The meeting consisted of an open house format with a brief project overview presentation at 6:30 pm.

While no definitive alignment decisions were presented at this meeting, based on the analysis that had been done to date, the following information was presented.

  • Segment 1 - The roadway alignment along West Road, with widening to the north side of the road most likely. The improvements tying into the proposed Western Beltway interchange with West Road.
  • Segment 2 - Based on input received and preliminary cost estimates, the three alternatives through the wooded area east of the Forest Lakes Golf Course were shown as the most viable alternatives through Segment 2 with widening taking place on the north side of the existing road west of Adair Street and east of Ingram Road.
  • Segment 3 - Widening on the north side of the road in general, and widening taking property from both sides of the road through the curves east of Gilliam Road. This scenario was proposed in order to minimize impacts to existing and planned churches on the north side of Clarcona-Ocoee Road and the approved Robinson Hills development on the south side of the road.
  • Segment 4 - Widening most likely be to the north side of the road.

Based on the information received at the Neighborhood Meetings, the Public Workshop and the technical evaluations and refinements, a preferred typical roadway section has been developed. A four-lane divided typical section with a grass median will be recommended for the entire project. The four-lane divided median allows for landscaping opportunities, exclusive turning lanes, and a refuge for pedestrians crossing the street.

As to the specific alignment, the comments received at the June 4th Public Workshop related primarily to the area between the Western Beltway and Ingram Road. Most of these comments preferred the two alignments which went through the undeveloped wooded area east of the Forest Lakes Golf Course because they had the least impacts to the existing residences along Clarcona-Ocoee Road. The alignment through the curves east of Gilliam Road which takes right of way from both sides of the road and minimizes impacts to the existing and planned development was preferred by a majority of the public that commented. Residents living in the Amber Ridge subdivision and the neighborhood just west of Hiawassee Road indicated their desire to have a screen wall between their neighborhoods and the widened Clarcona-Ocoee Road.

Public Hearing - February 2nd, 1999

The Public Hearing for the Clarcona-Ocoee Road RCA Study was held on February 2nd, 1999 at the Orange County Board of County Commission Chambers. The RCA Study was approved by the Board of County Commissioners. Formal approval was given to County Staff to proceed with design, right-of-way acquisition and construction of the proposed improvements.
