A Roadway Conceptual Analysis (RCA) Study was completed in 2003 for CR 535 from Marleon Drive to SR 429, and for Fiquette Road extending southerly from CR 535 for approximately one-half mile. The purpose of the study was to determine existing and future traffic needs in the area, develop and analyze alternatives to address those needs, and make recommendations as to the most appropriate way to address them. To facilitate the study the roadway was divided into five segments designated A through E, as shown on the Study Area Map. A series of four (4) public meetings were held to present the study to the public as it progressed and obtain their input. A presentation was made to the Orange County Local Planning Agency (LPA) in December 2002, and a LPA Public Hearing was held in January 2003. The LPA found the project in compliance with the County's Comprehensive Policy Plan and recommended approval. On April 8th, 2003, the Orange County Board of County Commissioners (BCC) held a Public Hearing. After considering the study findings and recommendations, and the input from the public, the BCC approved the Roadway Conceptual Analysis Study and authorized County Staff to continue with final design, right-of-way acquisition, and construction. 

Segment B (from Butler Ridge Drive to Magnolia Park Court) has already been constructed. The final design of the remaining segments (A, C, D and E) is currently underway through a Developer's Agreement that provides for the County to issue Impact Fee Credits in exchange for the preparation of the design. 

A sixth segment designated Segment D-1 (from Marleon Drive (end of Segment D) to Chase Road) is currently being designed under a separate Traffic Impact Mitigation Agreement with a group of developers. Segment D-1 will be constructed concurrently with Segment D (Fiquette Road to Marleon Drive).

Currently, the unimproved segments of CR 535 consist of a two-lane roadway with an open stormwater drainage system. The roadway will be designed for a 45 mile per hour design speed. The proposed improvements for Segments C, D, D-1, and E include a four-lane divided roadway (two lanes of traffic in each direction), providing 11-foot wide traffic lanes, a 44-foot wide raised landscaped median, a 5-foot wide sidewalk on the east side of the roadway (north side of Segment D & D-1) and a 10-foot wide multipurpose path on the west side (south side of Segment D & D-1) and roadway lighting. Improvements will provide curb and gutter on each side of the road and closed, underground stormwater conveyance system. These improvements will require a 120-foot wide right-of-way. A narrower section is proposed for Segment A (from Magnolia Park Court to S.R. 429). That Segment will also have the same number of lanes, lane widths, and sidewalk and multipurpose path configurations as the other segments. However, the median will be narrowed to 15.5 feet in width, rather than 44 feet used for the other segments. The narrower median will reduce the overall width of the road to allow it to fit within the existing 100-foot wide right-of-way that exists along the developed areas south of S.R. 429. The reduced distance between the back-of-sidewalk on each side of the road will still leave additional area between the back-of-sidewalk on each side of the road and the existing right-of-way line to provide an area to transition between the roadway elevation and the existing elevations at the right-of-way line. This section of the road contains several curves that will require the roadway to be superelevated. Because of this, and because some of the adjacent low lying properties, there may be a need for some retaining walls between the sidewalk/multipurpose path and the right-of-way line in some areas.

The various developers participating in this project have donated, or will donate, the necessary right-of-way for the improvements in the areas where they own property adjacent to the roadway, in accordance to the provisions of the applicable agreements. The City of Winter Garden has indicated that it will also donate the necessary right-of-way under its control. There are some areas along Segments A and C where right-of-way will be needed from properties that are not owned by participants in any of the agreements. Orange County will acquire the necessary right-of-way from those property owners in accordance with its normal right-of-way acquisition procedures.

Segment B (from Butler Ridge Drive to Magnolia Park Court) has already been constructed. An agreement is being negotiated that will provide for Segments D and D-1 to be constructed by a group of developers as a means for them to mitigate the traffic impacts of their projects. The remaining segments (A, C and E) will be constructed as funding partners and/or funding sources are identified.
