Final design activities are now underway to prepare engineering plans and specifications for the proposed widening and reconstruction of Rock Springs Road from Ponkan Road to Kelly Park Road. These plans will address roadway, drainage, signals, signing and pavement markings, landscaping, and maintenance of traffic details for the proposed improvements associated with the widening of Rock Springs Road.

When completed, Rock Springs Road will feature both a four-lane divided roadway with raised median and a five-lane undivided section without a median. The former typical section is proposed from Ponkan Road to 1300 feet South of Kentucky Blue Circle and also from Kentucky Blue Circle to West Road. Median openings will be provided at Westford Drive, Spring Hollow Boulevard, Rock Ridge Boulevard, Oak Hammock Lane and Oak Hollow Drive.

The undivided five-lane section is planned from 1,300 Feet South of Kentucky Blue Circle to Kentucky Blue Circle and from West Road to Kelly Park Road. For both sections, curb and gutter, sidewalks, and bicycle lanes will be provided in both directions. Signals are also planned at two intersections - Ponkan Road and also at Kelly Park Road. 

In addition, the existing drainage ditches currently found along Rock Springs Road will be replaced with an enclosed storm sewer, and two drainage ponds will be constructed to treat the stormwater. The first pond site is located approximately 600 feet east of Rock Springs Road opposite Fox Lake. The second site will be an expansion of the existing Orange County pond located on the west side of Rock Springs Road between James Avenue and Simon Avenue.

Rock Springs Road is located within the jurisdiction of the St. John's River Water Management District (SJRWMD) in the Wekiva River Hydrologic Basin. As a result, the construction of the surface water management system for the project will require permitting through the SJRWMD as well as compliance with all Orange County requirements. Permit requirements will address the construction of the two ponds as well as appropriate construction pollution prevention measures.

The final design process will also include plans for maintaining traffic during construction and providing access to adjacent properties.

Other design activities include landscaping improvements and screen walls at selected locations as well as signing and pavement markings.
