Public Involvement
One of the main objectives of the RCA Study process is to get property and business owners, residents, and community organizations involved in the project development and decision making process. Your input will help the County develop the best possible improvement plan for Texas Avenue. We encourage you to send us your concerns or questions at any time during the study. In addition to this web page, there will be several other ways for you to get project information and actively participate in the RCA study.

There will be three (3) Public Information Meetings scheduled during this study. Dates, time and location of the meetings will be posted on this website as soon as they are scheduled. Please keep checking back for new information.

These meetings are as follows:

Introductory Meeting

The purpose of this meeting was to provide you with project background information, describe the activities that will be performed during the study, its schedule, and introduce you to members of the study team.

The Introductory Meeting was held on Thursday, May 16, 2002 at Palmetto Elementary School, 2015 Duskin Avenue, Orlando Florida. Twenty-Nine residents and business owners, and representatives from the office of Commissioner Homer Hartage were in attendance.

The meeting began at 6:30 p.m., and a formal presentation was given at 7:00 p.m., to explain the RCA process, describe the Texas RCA Study, and to show the public how they can stay informed and involved throughout the study. A question and answer session followed the presentation. Throughout the meeting, project related graphics were on display for the public to review and members of the Study Team and Orange County staff was available to discuss project issues and answer questions.

Alternatives Meeting

The purpose of this second meeting is to present the alternative improvement concepts that have been identified and evaluated and give you an opportunity to provide formal comments on the project. 

The second public meeting for the Texas Avenue Roadway Conceptual Analysis (RCA) Study was held on August 1, 2002 at the Orange County Public Works Department at 4200 S. John Young Parkway, Orlando. At this meeting, the project team presented the preliminary improvement alternative that is being considered for the segment of Texas Avenue between Oak Ridge Road and Holden Avenue. Preferred Concept Meeting

The purpose of this meeting is to present the most suitable improvement(s) for Texas Avenue, as determined by, technical analysis and input from the community. At this meeting you will also have another opportunity to provide your comments and concerns.

In addition to the Public Information Meetings, other public involvement activities planned during this study include a Local Planning Agency (LPA) Work Session, LPA Public Hearing and a Board of County Commissioners Public Hearing. Detailed information about these meetings will be posted on this website as soon as they are scheduled. 

The Orange County Public Works Department conducted the third public meeting for the Texas Avenue Roadway Conceptual Analysis (RCA) Study. This meeting was held on Thursday, October 24, 2002, at the Orange County Public Works Department at 4200 S. John Young Parkway, Orlando.

The purpose of this meeting was to present the recommended improvement concept for public review and solicit comments before it is presented to the Local Planning Agency and to the Orange County Board of County Commissioners for their final decision.

The Recommended Improvement Concept to widen Texas Avenue may include: fifteen and a half foot wide-raised medians, 11-foot wide travel lanes, 4-foot wide on-road bike lands, 5-foot wide sidewalks, drainage, and landscaping.

Orange County Local Planning Agency (LPA) Workshop

A presentation was made to the Orange County Local Planning Agency (LPA) on January 16, 2003. During the presentation, the study team presented the recommended improvement concept, and responded to comments and question from the LPA members. Several members of the public also provided their comments to the LPA during the public comment period.

Orange County Local Planning Agency (LPA) Public Hearing

On October 16, 2003 Orange County Staff will present the recommended improvement concept for Texas Avenue to the LPA once again. After the presentation, the LPA will accept formal comments from the public. Following the public comment portion of the Public Hearing, the LPA will take action on the recommended improvement concept. more information can be found in the October Newsletter (PDF - 237 KB).

Orange County Board of County Commissioners (BCC) Public Hearing

On November 11, 2003, Orange County Staff presented the recommended improvement concept for Texas Avenue to the BCC. Following the presentation, the BCC opened the hearing to the public for comment. Upon closing the public comment portion of the Public Hearing, the BCC will take formal action on the recommendation. More information can be found in the Issue 5 Newsletter (PDF - 297 KB).

Small Group Meetings 

Members of the study team will be available to meet with groups interested in the project.

Project newsletters will be mailed to property owners within the study area. If you did not receive a newsletter, please contact us to be placed on our mailing list. 

Six project newsletters will be distributed during this study to keep you informed on the status of the study and to announce details regarding upcoming public events. If you would like to receive future newsletters please contact us.
