Orange County has developed an overall roadway improvement process that consists of seven important elements:

A Roadway Conceptual Analysis (RCA) Study is a formal process used by Orange County to document the development of proposed improvements for County roadways. The RCA Study process begins with the determination of the need for an improvement. This is based on existing and projected traffic conditions, roadway safety, consistency with local comprehensive plans and social/economic demands. The typical roadway cross-section (number of travel lanes, median type/width, inclusion of sidewalks and/or bicycle lanes, etc.) will then be determined and a recommendation of the best alignment of the improved roadway will be made. The analysis evaluates environmental impacts (wetlands, threatened and endangered species, etc.), social impacts (neighborhoods, schools, churches, etc.) and economic impacts (construction costs, right-of-way costs, etc.). Traffic operations and engineering analyses are also performed.

Public involvement is a very important aspect of the RCA Study. The goal of the RCA Study process is to consider all public input and concerns in order to provide a roadway improvement acceptable to the community. Three Informal Public Meetings and two formal Public Hearings will be held during the study. Individual and group meetings will also be conducted as necessary to address specific public concerns. Dates, times and locations of upcoming meetings will be included in the Public Involvement section as they become available.

Reports will document the traffic operations, environmental impacts, social impacts and costs associated with each roadway improvement alternative. These alternatives will be compared with each other along with a No-Build (Do Nothing) alternative. This will be the basis for Orange County to select the type, design and location of the proposed Texas Avenue improvement.

Upon approval of the RCA, by the Orange County Board of County Commissioners, construction plans for the selected improvements will be designed. Right-of-way will be acquired and construction of the approved improvements will take place.
