• Affordable Housing Policy - Integration of Land Use Tools and the Role of State Growth Management(PDF) This paper submitted to the Faculty of the Virginia Polytechnic Institute and State University describes the link between land use regulations and affordable housing, suggests the land use tools necessary to encourage affordable housing from a state growth management perspective, and examines how California, Oregon, and the Portland Metropolitan Region have utilized the tools in their affordable housing policies.
• Affordable Housing Toolkit for Communities in the Chicago Region(PDF) - A booklet by the Business and Professional People for the Public Interest that provides a basic primer on several local tools that could be used by a community in its efforts to preserve and promote affordable housing.
• Affordable Housing: a Foundation for Stable Communities(PDF) - The East-West Gateway Coordinating Council published this document, which explores why affordable housing is a foundation for stable communities and describes the current community-based programs that support affordable housing in the St. Louis region.
• An Affordable Housing Strategy for Stamford, CT(PDF) - This report of the Stamford Affordable Housing Task Force and the City of Stamford outlines the scope and content of an effective affordable housing strategy for Stamford, based on their assessment of local conditions and the discussions that have taken place up to this point.
• Barriers and Solutions for Maine(PDF) - A comprehensive study to identify regulatory or other barriers to the creation of affordable housing in the state and to provide  recommendations on ways to reduce those barriers and to provide incentives for creating affordable housing.
• Broward Housing Partnership Strategic Solutions(Word) - This publication explains the Broward Housing Partnership mission "to pioneer new approaches, create new tools, and influence housing policy to improve the production and sustainability of affordable housing through its consortium of member organizations in Broward County." 
• Building on our Heritage: A Housing Strategy for Smart Growth and Economic Development(PDF) - The Center for Urban and Region Policy at Northeastern University produces a report and recommendations for The Commonwealth Housing Task Force.
• Canadian Housing Information Center(PDF) - Canada Mortgage and Housing Corporation commissioned the study, "Municipal Planning for Affordable Housing," to consolidate existing knowledge on six land use planning and associated financial mechanisms that are currently in use by municipalities in North America for new affordable housing and that have some promise for expanded use in Canadian cities. These are:
  • inclusionary zoning;
  • linkage programs;
  • density bonuses;
  • alternative development standards;
  • performance based planning and other flexible planning approaches;
  • and development cost charges on an area basis.
• Developing Affordable Housing(PDF) - The City of Fremont, California, has developed a package of incentives to encourage and facilitate the development of housing that meets the needs of the Fremont community.
• Dispelling Myths about Affordable Housing in the Greater Seacoast(PDF) - The Workforce Housing Coalition takes a looks at some of the myths concerning affordable housing.
• Economic and Social Impacts of Permanent Affordable Homes(PDF) - The Stardust Center for Affordable Homes and the Family (Arizona State University) discusses the evidence that permanent, affordable, and geographically accessible housing provides economic and social benefits to both individual families and to the broader community. 
• Economic Impact of Housing - A discussion of the impact of housing on economic development in State of Massachusetts. The authors state that employers increasingly consider "quality of life issues," including affordable housing, as important factors in making location decisions.
• Four Windows: A Metropolitan Perspective on Affordable Housing Policy in America, 2003(PDF) - This publication fro the National Housing Trust discusses the importance of housing in our community; barriers to housing production and to housing preservation and rehabilitation; the importance of partnerships; and the federal role in housing.
• Grass Valley Workforce Housing Report - The purpose of this document is to evaluate the opportunities for Workforce Housing on infill development sites in the City of Grass Valley. The program will:
  1. Prepare preliminary architectural designs and cost estimates for three prototypical home plans;
  2. Develop three site plans for priority sites; and 
  3. Identify measures to maintain longterm affordability that can be implemented by the City.

• Increasing Access to Low Income Housing(PDF) - An issue brief from the NGA Center for Best Practices that addresses the need to increase access to housing for low-income families.
• Increasing Affordable Housing: Strategies to Lower the Costs of Housing for Low-Income Families(PDF) - Strategies to produce and preserve affordable housing from the Annie E. Casey Foundation.
• Integrating Social Equity and Smart Growth: An Overview of Tools(PDF) - The Institute for Community Economics explores key tools that ensure smart growth efforts increase housing affordability.
