Administers, coordinates and evaluates the Human Resources (HR) function for a Department. Develops human resources strategies and aligns HR initiatives with Orange County and department goals. Provides a variety of human resources services to department staff. Work is performed with independent judgment under the supervision of the Department Director.
Representative Duties /Assignments
Provides oversight, administration, coordination and evaluation of human resources.
Aligns HR initiatives with the department’ goals and objectives.
Oversees personnel engaged in department human resources functions including recruitment, employee relations, compensation and training.
Communicates changes in Orange County policies and procedures and insures proper implementation and compliance.
Reviews and makes recommendations to department management for improvements in department's policies, procedures and practices relative to HR matters.
Develops and administers an effective recruitment and retention program for staff.
Coordinates and provides interpretation and information on all federally mandated and County benefit programs.
Collects and maintains pay information for temporary employees.
Consults with Division Managers to assist them in carrying out their responsibilities in all HR areas.
Coordinates, reviews and responds to Equal Employment Opportunities Commission (EEOC) complaints, Family and Medical Leave Act (FMLA) and Americans with Disabilities Act (ADA) requests, unemployment and workers’ compensation claims.
Ensures departmental compliance of federal and state laws and Orange County policy.
Corrections Manager of Human Resources is also responsible for the management and oversight of Fiscal functions to include budget preparation, accounts payable/receivable, procurement, and account management.
Minimum Qualifications
Requires a Bachelor’s degree from an accredited institution in Human Resources Management, Business or Public Administration, or a closely related field and eight years of professional (FLSA exempt level) experience in Human Resources, to include three years of supervisory experience.
Preferences
Master’s degree and professional certification in a related area.
