Provides coordination between the telephone company database provider, zoning, real estate, private sector developers and engineers, GIS, property appraiser’s office, all entities engineering departments, Orange County citizens, and primary telephone service providers, to develop an Orange County database of all telephone numbers and cellular/PCS tower sites that may be utilizing the 9-1-1 system. Ensures that all 9-1-1 calls are routed to the proper Communication Center providing 9-1-1 services for 11 entities within Orange County. Works with the individual public safety 9-1-1 centers and all OC municipalities to resolve issues impacting 9-1-1 services relating to the 9-1-1 database. Also serves as a back up to the training coordinator for public presentations to educate citizens on the proper use of 9-1-1. The work in this position is very independent, however, general supervision is provided by the department manager. Weekly reports and conferences ensure desired results.
Representative Duties /Assignments
Reviews plats and engineering plans to ensure that there are no duplicate addresses in the 9-1-1 database.
Receives inquiries from each communication center and investigates improper call routing.
Develops routing entries from annexation reports to ensure that all appropriate ranges/addresses are in the database.
Receives calls from citizens unable to get telephone numbers due to improper addressing and resolves their situation.
Works with engineers and developers to name streets to ensure that there are no duplications in the database.
Liaisons with wireless companies to ensure proper programming of their tower sites and database information to ensure proper routing of wireless telephones.
Maintains logs and provides managers with reports regarding 9-1-1.
Prevents enclaving by investigating Orange County Planning information from multiple sources to save Orange County future liabilities.
Develops map overlays and database input to accommodate future 9-1-1 receipt of latitude and longitude from wireless callers.
Verify the telephone company database information with 9-1-1 database to provide the correct address for citizens and new subdivisions to ensure telephone service availability for 9-1-1.
Resolve complaints between call-takers and wireless and some telephone providers.
Travel to sites to review site layout for public safety responders.
Responsible for tracking inventory of all PSAP locations throughout Orange County.
Minimum Qualifications
Graduation from high school or equivalent, four years experience in data processing or business administration. Equivalent credits for college-level training in data processing, or related field may be substituted.
