ADMINISTRATIVE ASSISTANT, LEGISLATIVE DELEGATION

FLSA Status: Exempt 

General Functions
   Manages the Orange County Legislative Office. Organizes and coordinates the joint activities of the Delegation. Provides assistance and information to members of the Delegation and their staffs, the offices of the Orange County Mayor and Board of County Commissioners, and the general public.

This positions’ charge is to assist in achieving the best possible legislative results for the Citizens of Orange County by providing administrative assistance to the Orange County Mayor and Board of County Commissioners and the Orange County Legislative Delegation.
 
Representative Duties /Assignments
  
  • Maintains office and files in Orange County Administration Building, including information and reference materials, etc.
  • Schedules and facilitates delegation meetings with citizen groups, private organizations and governmental entities. Attends such meetings when appropriate.
  • Coordinates any special event as designated by the Mayor’s Office.
  • Schedules, facilitates and attends all official Delegation meetings and public hearings. Prepares and disseminates agendas, general meeting notices, any legally required meeting notices and advertising for such meetings. Reserves meeting space and coordinates with providers of any needed media coverage (such as Orange TV) and public address equipment and other required equipment.
  • In conjunction with the Delegation Chairperson, prepares information packets prior to Delegation meetings for all members of the delegation, including local bills, all necessary back-up materials and prepared presentations from participating individuals and entities. Assembles specially requested materials for legislative and public use. Coordinates legally required local bill advertising.
  • Serves as recording secretary at official Delegation meetings.
  • Schedules meetings with Delegation members, Mayor, County Commissioners and the Public Affairs Director as requested.
  • Performs special legislative or public records research assignments at the request of the Delegation members, Mayor, County Commissioners and the Public Affairs Director.
  • Provides legislative information to Orange County and other local governments, public and private entities, and Orange County residents as requested.
  • At the direction of the Delegation Chairperson, prepares information for the Chairperson’s release to news media and the public as relates to official Delegation business.
  • Responds to inquiries by Orange County residents by obtaining information to help solve problems or by making referrals to the appropriate legislators and/or government entities.
Duties Pertaining to Legislative Session

  • Secures, maintains and operates out of a Delegation office at the Capitol or in close proximity for the entire Legislative Session. Provide for telephone, computer, FAX, copying and other required services. Ensures that all needed supplies, files and equipment are in place in time for the beginning of Legislative Session.
  • Secures personal living accommodations and necessities for self in compliance with the rules of the Orange County Comptroller for the entire regular Legislative Session and for extended Session if necessary.
  • Accomplishes the timely filing of local bills, ensuring that any required advertising and notices occur. In cooperation with the Delegation Chairperson, manage local bills through the process, ensuring that requests for committee hearings and other required steps are accomplished according to the specific rules of the Florida House and the Florida Senate.
  • Helps identify, research, monitor and assess the importance of bills of interest to the Delegation and the Mayor and County Commissioners during legislative committee meetings and legislative sessions. Assists in keeping Delegation members and County personnel informed of the progress and status of such bills and issues.
  • Researches issues and inquiries and advises as requested by the Mayor, County Commission or County Administrator’s office.
  • Assists the Mayor, County Commissioners and County Administration by scheduling meetings with legislators and other government officials and scheduling testimony by County personnel before legislative committees as needed.
  • Provides administrative assistance to the Mayor, Commissioners and Public Affairs Director during Legislative Session. Assists with travel arrangements when needed.
  • Answers inquiries from local governments and Orange County constituents regarding local bills and general legislation of interest to Orange County.
  • Performs other duties as assigned.
 
Minimum Qualifications
   Bachelor’s degree from an accredited college or university and two years of experience as a substantive Administrative Assistant to a state or federal elected legislator, or like experience with another entity performing substantially the same duties as required above; or

Associate of Arts degree from an accredited community college or junior college and four years of the above experience.

Must be able to reside in Tallahassee during legislative sessions and travel to Tallahassee when necessary.

Must not act as a lobbyist before the Florida Legislature or Executive Branch, Orange County Government or any other local government in Orange County.

Knowledge, Skills and Abilities Required

  • Ability to deal tactfully and courteously with the demands of government personnel and the public.
  • Ability to independently plan, organize and coordinate work assignments.
  • Knowledge of the legislative and political processes, protocol and a general knowledge of Florida Statutes and the General Laws of Florida.
  • Ability to work cooperatively as a team member and to contribute to the effective internal functioning of the operation.
  • Knowledge of effective office procedures and practices.
  • Knowledge of personal computers and use of software.
  • Ability to organize and present data.
  • Ability to communicate effectively orally and in writing.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to exercise discretion and confidentially.
  • Ability to prepare reports, maintain records and compose correspondence.
  • Ability to manage time well.
