General Functions
   This position is responsible for the day to day operation of the 9-1-1 office. Overseeing the development of the new wireless database, development and installation of 9-1-1 equipment, which will receive wireless telephone calls to 9-1-1. This position is actively involved with exploration and implementation of a new non-emergency access number 3-1-1 in Orange County. This position supervises the standards making process in Orange County 9-1-1 centers; both performance and training standards. This position is responsible for motivating and maintaining progress with the ten Managers in each call center, without having them in a direct supervisory role. The coordination of these ten ComCenters is to supervise the three managers committee required in our inter-local agreements with each municipality.
 
Representative Duties /Assignments
  
  • Responsible for the day to day operation of the 9-1-1 Office ensuring that the 9-1-1 system is operational countywide.
  • Maintain a seamless 9-1-1 system as mandated by statute and other governmental directives. Ensure that new 9-1-1 equipment to accept wireless technology is implemented in Orange County.
  • Coordinate the 9-1-1 funds and distribution of fees.
  • Knowledge of all Federal mandates that apply to 9-1-1, including the telecommunications for the deaf.
  • Ensure that all ten 9-1-1 Centers remain upgraded to the appropriate mandated technology and interface with vendors (telephone companies) to maintain accurate systems.
  • Maintain countywide data regarding 9-1-1, develop performance standards and methods of monitoring performance standards.
  • Supervise employees and coordinate 9-1-1 Center Manager’s meetings.
  • Ensure adequate training is available to the 9-1-1 Centers.
  • Ensure that the 9-1-1 database is maintained accurately and in a timely manner. Ensure that the new wireless database is in place for receipt of cellular location and callback number.
 
Minimum Qualifications
   Bachelor’s degree in Business, Management or Technology with five years experience in Public Safety as a 9-1-1 Coordinator or Communications Manager. Must have experience with presentation development and public speaking.
