If you're a person with HIV, live in Lake, Orange, Osceola or Seminole County and can't afford proper care, we may be able to help. We receive Ryan White HIV/AIDS Program (RWHAP) federal money to assist with paying for expensive HIV treatment and care for those living in the four county areas. To get started, schedule an eligibility appointment with one of the service providers and they can help get you started.
Ryan White, Ending the HIV Epidemic (EHE), and Housing Opportunity for People Living Aids (HOPWA) Services are available for clients based on eligibility criteria detailed below. Ryan White eligibility must be established annually by a Referral Specialist or Early Intervention Specialist and certified every six months. During the six-month re-certification, a self-attestation form can be signed if no reported changes. HOPWA services are coordinated through a HOPWA Housing Case Manager.
The Ryan White Part A Program provides services to people with HIV.
Examples of approved documentation include:
- A positive HIV Immunoassay (IA) test result from an initial antibody or combination antigen/antibody (Ag/Ab) test followed by a positive (reactive)
- HIV-1/2 type-differentiating test (Supplemental IA), qualitative Nucleic Acid Test (NAT)/Nucleic Acid Amplification Test (NAAT), Western Blot or Immunofluorescence Assay (IFA).
- A positive qualitative HIV NAT (DNA or RNA) or HIV-1 antigen test
- A detectable (quantitative) HIV viral load (undetectable viral load tests are NOT proof of HIV)
- An HIV nucleotide sequence (genotype)
Note: Presumptive eligibility is acceptable proof of positivity in the first 30 days of service when the client presents a reactive rapid test.
The Ryan White Part A Program provides services to clients residing in the following counties: Orange, Osceola, Lake and Seminole.
Examples of approved documentation include:
- Current state or local Florida photo identification.
- Utility bill with name and street address.
- Housing, rental, or mortgage agreement in client’s name.
- Recent school records.
- Bank statement with name and street address.
- Letter from person with whom the client resides.
- Property tax receipt or W-2 form for previous year.
- Unemployment document with street address.
- Prison records (if recently released).
- Current documentation from the Florida Medicaid
- Declaration of Homeless (Form)
The Ryan White Part A Program provides services to clients with a gross household income at or below 400% of the Federal Poverty Level (FPL). For households with a gross income above 400% of the FPL limited funding and services are available through Ending the HIV Epidemic. Contact a case management agency for more information.
Examples of approved documentation include:
- Paycheck stubs
- Last two paycheck stubs (bi-weekly pay)
- Last four paycheck stubs (weekly pay)
- Zero-Income Affidavit
- A signed and dated employer statement on company letterhead
- IRS 1040 Form or IRS W-2 Form for the most recent year.
Ryan White Part A Program funds may not be used for any item or service to the extent that payment has been made, or can reasonably be expected to be made by another payment source. Screening for other available programs is a required step in the eligibility process.

It's Okay. Bring what you have or contact an agency today for help. Remember having the correct information at the time of the appointment will speed the process of your eligibility determination.
HIV Network Consent, Client Acknowledgment Form, Rights and Responsibilities and Grievance Procedure, and Eligibility Application are required once a year. During a State of Emergency, such as the COVID-19 pandemic, signature on documents may be waived and required documents can be sent via mail or secure email.
