NAME
Orange County Research and Development Authority (the “Authority” / “OCRDA”)
Purpose
The Authority was created pursuant to Orange County Ordinance 80-13 for the purpose of developing and operating a research and development park in affiliation with one or more institutions of higher education for the purpose of fostering the economic development and broadening the economic base of the county.
Performance Measures and Standards
Pursuant to F.S. section 189.0694 the Authority has developed an annual report which describes the Authority’s goals and objectives: Performance Measures and Standards for 2024-2025
Board
The Authority is governed by seven members, six of which are appointed by the Board of County Commissioners of Orange County, Florida. One position is defined by F.S. 159.703 as the president of each affiliated institution of higher education, or the president’s designee.

Creation Documents
The Research and Development Authority was established by Orange County Ordinance 80-13 adopted August 25, 1980 pursuant to the Research and Development Authority Law set forth in Part V of Chapter 159, Florida Statutes.
Boundaries
The Authority operates primarily within the geographical boundaries of Orange County, Florida.
Assessments
The Authority has no taxing power and does not collect any taxes. The Authority does assess property owners in the Central Florida Research Park for Comon Area Maintenance for the private roads, street lights, retention ponds and the master stormwater drainage system.
Code of Ethics
Members and offices of the Authority are governed by the general ethics laws of the State of Florida applicable to public officials in Part III, Chapter 112 Florida Statutes. The Authority has not adopted a separate code of ethics.
