Future Land Use Amendment

To request a Future Land Use Map Amendment you must start with a Pre-App meeting and follow the steps below:

Here’s how to start:

  • PZC: Planning and Zoning Commission
  • BCC: Board of County Commissioners

1 Book a Pre- App Meeting

  • ✔ Use the Find My Parcel tool to look up your property's current Future Land Use designation.
  • ✔ Explore the Planning and Zoning Guide to learn how Future Land Use designation correlates with Zoning Districts.
  • Book a Pre-Application Meeting to discuss your project with Planning staff and other County departments.
  • ✔ Staff’s review of a rezoning or Future Land Use Map amendment is based on compatibility with the surrounding area and applicable portions of Orange County Code and consistency with Comprehensive Plan policies.

2 Submit Application

  • ✔ After your Pre-Application Meeting, if you decide to move forward, drop off your complete application along with the required fee to:
    • Orange County Planning Division
    • 201 S. Rosalind Ave, 2nd Floor
    • Orlando, FL 32801
  • ✔ A planner will contact you to guide you through the process, provide next steps, and answer any questions you may have.

3 Community Meetings & Public Hearings

  • Community Meetings:
    One or more community meetings may be requested before the public hearings, based on the commissioner’s request and the type of application. Public notices will be mailed to surrounding property owners.
  • Required Public Hearings:
    The number and type of hearings depend on whether your amendment is Large-Scale or Small-Scale:
  • Small-Scale Amendment
    Requires two (2) public hearings:
    • One before the Planning & Zoning Commission (LPA)
    • One before the Board of County Commissioners (BCC)
  • Large-Scale Amendment (10 acres or more)
    Requires four (4) public hearings:
    • 2 Transmittal Hearings
    • 2 Adoption Hearings

4 Effective Date

  • ✔ If adopted by the Board of County Commissioner, and not challenged by an affected person, the amendment will become effective 31 days after the Florida Department of Economic Opportunity notifies the County the plan amendment package is complete.
