Orange County Educational Facilities Authority

Purpose

To assist not for profit institutions of higher education in the acquisition, construction, financing, and refinancing of qualified projects in Orange County, Florida.

Board

Appointing Authority: Appointments to the Orange County Educational Facilities Authority are made by the Orange County Board of County Commissioners pursuant to Florida Statutes Section 243.21(4).

Term Length: 4 Years, but members serve until a successor is appointed and has qualified per Florida Statutes Section 154.207(4).

Creation Documents

Pursuant to the Higher Education Facilities Authorities Law, Part II, Chapter 243, Florida Statutes, the Board of County Commissioners of Orange County created the Orange County Educational Facilities Authority by Ordinance No. 96-7, adopted April 2, 1996 and effective April 10, 1996, as amended on December 18,2007 and on April 23, 2013, which Ordinance is currently codified in Chapter 2, Article V of the Orange County Code. Boundaries

The Orange County Educational Facilities Authority assists not for profit institutions of higher education located within the geographical limits of Orange County, Florida, primarily through providing tax exempt bond financing for their capital projects located in Orange County.

Assessments

The Orange County Educational Facilities Authority does not assess any taxes, fees, or assessments, but does charge to and equitably apportion among benefitted educational facilities its administrative costs and expenses incurred in exercising its powers pursuant to Section 243.22(14), Florida Statutes.

Code of Ethics

The Orange County Educational Facilities Authority is an “agency”, and its members are “public officers” subject to the “Code of Ethics For Public Employees and Officers” set forth in Part III of Chapter 112, Florida Statutes.

Financial

The Orange County Educational Facilities Authority has no assets, and has no income, and consequently no budget.
