AMENDING THE PLAN

All new development must be consistent with the goals, objectives, policies and maps in the Comprehensive Plan. If a development proposal is not consistent with the Future Land Use Map, an amendment may be required, even if it's consistent with the property's Zoning classification.

There are two types of applications, regular cycle amendments and small scale amendments

Most Future Land Use Map amendments for projects less than 10 gross acres in size are small scale amendments. All other projects are regular cycle amendments. Please check with staff to determine if a project is regular cycle or small scale.

Applications for Regular Cycle amendments are accepted twice a year.

Applications for Small Scale amendments are accepted quarterly.

Pre-Application Meeting

A pre-application meeting is required prior to submitting a Comprehensive Plan Amendment Application. These meetings occur as part of the amendment cycle. Property owner(s) or authorized agents of the property owner(s) may request a pre-application meeting. The purpose of the meeting is to identify and discuss the proposed request, discuss any issues relating to the proposed application prior to submittal, and review application requirements.

Notice to Applicants:

Although Vision 2050 and Orange Code were officially adopted by the Board of County Commissioners on June 3, 2025, the Florida Department of Commerce has issued a letter (dated July 28) declaring the comprehensive plan “null and void.” This decision is based on the Department’s interpretation that certain parts of Vision 2050 conflict with new state legislation—specifically, Chapter 2025-190, Section 28, Florida Statutes (also known as Senate Bill 180).

Orange County staff intends to meet with representatives from the Florida Department of Commerce to gain a clearer understanding of their concerns and to receive guidance on appropriate next steps. We are also preparing for future engagement with the Board of County Commissioners to discuss the matter and seek direction.

The existing Comprehensive Plan and Zoning Code will continue to apply to all land use, zoning, and development matters until further notice.

We will share more information as soon as it becomes available. We’re committed to transparency and will keep the public updated throughout this process.

  • Legal Description of the subject property
  • Property Appraiser’s Map highlighting the subject property (Property Appraiser website; include owner information page)
  • Boundary Survey
  • Concept plan of proposed development (if available)
  • Agent Authorization Form(s) (one for each owner) (only applicable if someone other than owner is the applicant)
